Job Description
The national expert will work under direct supervision of International Consultant and the Programme Manager. In more specific terms, he/she will be responsible for the following tasks:
- To assist the International Consultant to conduct baseline study on existing policy, legislative and institutional frameworks and partnerships to identify conducive environment and gaps for implementation of UN instruments in Pakistan and undertake mapping of existing stakeholders;
To fulfill expected tasks the National Expert is expected:
- To assist in collection of data, legal and policy documents based on a detailed work plan and methodology suggested by the International Consultant;
- To organize, participate together with the International Consultant in and contribute to consultations and meetings with key national stakeholders and partners to undertake the assessment in accordance with the work plan and a methodology suggested by the International Consultant;
- To organize and participate together with the International Consultant consultations with human rights defenders, women-activists, key partners and decision makers to identify and address existing gaps in baseline data and information available and relevant to the programme areas, existing policy and institutional mechanisms, level of capacity of duty bearers, civil society and other rights holders;
- To assists the International Consultant to define and consult on further programme interventions and benchmarks against which the change and progress can be measured during and after programme implementation;
- To assist in finalization of the programme logical and expected results framework by recommending a set of measurable indicators and targets for each objective- level result in line with the findings of the base line studies and in close consultation with UN Women relevant staff and the programme partners;
- To assist in preparation of relevant recommendations and to support national partners to review existing statistical framework to introduce indicators to monitor enforcement of the NAP;
- To assist in presentation and discussion of findings of the assessments and reviewing with key national stakeholders to collect their feedback to finalize the assessments undertaken.
Key Deliverables:
- Report on baseline assessment of existing policy, legislative and institutional frameworks and partnerships conducive to implementation of UN instruments in Pakistan;
- Revised logframe for the programme with suggested detailed interventions, targets and indicators (together with the International Consultant);
- Detailed mapping of the programme stakeholders (together with the International Consultant);
- Some voices of affected women from disaster/crisis affected areas.
- Brief narrative report on fulfillment of tasks assigned by ToRs.
Required Skills
Education
MA in Social sciences or development field.
Experience
At least 5 years of consultancy, research and analytical work in the field of crisis prevention, response and recover y, with particular experience in complex and multi-component programmes;
A proven track record in managing and monitoring results-based and rights-based national programming is required, including in-depth knowledge of results-based management approaches;
Demonstrated knowledge of programming issues within the field of Women, peace , early warning, prevention and response, confidence building and crisis resolution issues, sexual violence during crisis;
Strong understanding of gender mainstreaming concept and ability to apply this tool;
Familiarization with CEDAW, BPA, UN Security council Resolutions;
Previous experience in Southern Caucasus and in particular in Georgia is an asset;
International development experience and multi-cultural exposure;
Strong analytical and presentation skills;
Skills of working on PC and using other related equipments.
Language Requirements
Fluency in Urdu (English Knowledge would be an asset).
