Job Description:
Reporting lines
The adviser will report to the team leader, Macroeconomic Stability and Growth team within the Economic Growth Group, with the Group Leader, Economic Growth Group acting as Quality Assuror and Head Planning and Results Team acting as Head of Profession as an additional reporting officer.
Key Objectives
Ensure programmes within the Economic Growth Group are designed and implemented to make best use of available statistical data so to track the impact of DFID spending, and to advise on how to best monitor impact in the absence of formal statistics.
Incorporating, both within programme design and ongoing programmes, appropriate evaluation methodologies so to quantify the impact of the programme against their stated objectives
Providing evidence based analysis to inform policy choices and implementation strategies in the Economic Growth Group.
Contribute as required to aspects of corporate reporting
Provide guidance and technical support on statistical and evaluation matters to the Group Leader and Programme Management Team.
Effectively liaise with a wide range of contacts with government (in particular the Statistics Division), donors, international and national NGOs in Pakistan. Close working with FCO at post and with a wide range of teams in London and policy division will be necessary.
Specific tasks will include but not be restricted to:
Lead on the establishment and maintenance of the Economic Growth Group results framework and promote improvements to strengthen results-based management within the Economic Growth Group.
Ensure that programmes within the Group include sound monitoring arrangements, advising on appropriate indicators to track progress and impact, and that where data are lacking programmes include a related capacity building component.
Ensure that programmes within the Group include sound evaluation systems, advising on how both qualitative and quantitative evaluation methods can be incorporated in to programme design, and steering evaluation activities across the Economic Growth Groups programmes
Promote evidence-based programme design within the Group through contributing to project documentation development, advising on proposed logical frameworks, and influencing programme design to ensure programmes are based on robust evidence.
Advise on results best practice and institutionalisation and implementation across the Group, including logical framework development and refinement for new and existing programmes
Identify and advise on new and existing data and data sources and their reliability for monitoring and reporting, including making best use of administrative data
Working with the Planning and Results Team to ensure accurate and timely corporate reporting
Working with the Communications and Policy Group to communicate our work to variety of audiences in the UK and Pakistan
Work with the Planning and Results team to strengthen the use of evidence, statistics and evaluation across the office, and to ensure consistency across the entire DFID Pakistan programme
Programme Management:
As an evaluation and statistics advisor you will be required to:
Follow DFID corporate policy (including the DFID Blue Book) and provide technical inputs to programme management for the Economic Growth Group.
Provide technical advice, support and cover to other programme leads (both other advisers and programme staff) on the effective and efficient management of programmes.
Contribute to the effective programme design working closely with other advisers across the office; and bring experience, best practice and lessons learnt from other DFID and other donors programmes.
Play a crucial role in helping the team draft clear and concise project documentation (submissions, business cases etc) and other written work; and to quality assure these before submission to senior management.
Ensure that all documentation is placed on DFIDs electronic document and records management system (QUEST).
Contribute to compliance with the Making it Happen Results agenda. Working closely with the DFID Results and Evaluation Team, you will help define the key outcomes for the teams programmes for each financial year and ensure achievement of these outcomes and report these to the Office.
Play a crucial role in planning for and participating in Annual Reviews, Mid-term Evaluations and End of Project Reviews to ensure the achievement of Value for Money in the teams programmes.
Depending on the security situation there will be opportunities for programme field visits.
Managing Consultants / Contractors
You will work with the Procurement Team in Pakistan and Procurement Group in the UK to manage contracts effectively to ensure compliance with contract terms and conditions; and delivery of outputs.
Staff Management, Coaching and Support
It is not anticipated that this position will include line management responsibilities.
Communications
You will work proactively with the Communications team to promote examples of achievements and lessons learnt from programmes. Drafting good and concise website articles and other communications materials.
Cross DFID Pakistan Initiatives
Take an active part in cross DFID Pakistan initiatives e.g. Portfolio Review, Gender Equality Action Plan, Change Management Team, and influence the policy thinking.
As an statistics advisor you will be an associate member of the UKs Government Statistical Service. As an associate member you are required to have professional knowledge consistent with the GSS technical competencies. These are summarised as:
Collection of data to meet customer requirements - Knowledge about sources, Identifying data fit for purpose, Surveys and data collection, Data quality and management
Analysis and interpretation to meet customer requirements - Technical awareness and application, Provision of data and research fit for purpose, Awareness of context, Interpretation

Training and career development
DFID places great value on staff development and there will be opportunities to learn on the job, and on formal training courses, both in the region and in the UK. The A2L grade is an entry point for eventual progression to full A2 advisor grade.
Candidates profile
The successful candidate will be numerate, will have received training in statistical theory and methods, and can demonstrate your skills and experience in a range of statistical competences. A graduate degree in statistics, or related discipline is a requirement for DFID statisticians.
Furthermore candidates must have 3 years or more experience of working in a research or policy environment, either in a government, academic or commercial setting. The successful candidate will be comfortable analysing complex and incomplete data in order to inform policy decisions and present conclusions in a clear and concise way.
Candidates should demonstrate strong verbal and written English skills and have a track record of presenting ideas in a written format either as briefs on statistical or policy issues for management or public audiences, research papers or papers drafted for government, donor agencies or commercial organisations.
