Job Description:

The section below sets out a description of the kind of duties typically undertaken by C1 staff in our office. These duties will vary according to the team. A number of our staff have undertaken several different roles during their careers in DFID. While you cannot be guaranteed a particular post on joining, there may be opportunities to move after your have completed your probation and two years in post. C1 posts provide an excellent opportunity to learn about development and DFIDs systems and procedures.
The main purpose of the post is to support and provide a reliable, secure and accurate accounting service to DFID Pakistan and ensures corporate governance and audit standards are met.

Objectives

    To efficiently process DFID payments in accordance with DFID financial management procedures and ensure the all relevant checks are performed.
    Provide support to Accountant, Finance Manager and Head of Corporate Operations Group in implementing office procedures, rules and regulations.
    To update records and assist in monthly financial reporting to the Accountant, Finance Manager, Head of Corporate Operations Group and Head of Office
    To be and effective member of the Corporate Operations Group and contribute to the wider objectives of DFID-Pakistan

Specific tasks will include but not be restricted to:
Accounts Management:

    Ensure all vouchers, invoices, claims are checked and comply with DFID financial procedures and standards.
    Ensure all payments (including the above) are cleared within 10 working days;
    Reconcile cash daily (including cash electronic records) and bank statements weekly.
    Ensure accounts related queries are reconciled and responded well in time to the ARIES/Accounts Team;
    Support the office accountant to produce Monthly/Quarterly accounts and expenditure reports submitted to Head of Corporate Operations Group / Head of office within 5 working days of month end;
    Assist the accountant to prepare forecasting and budgeting reports to the Departmental Finance Officer in line with Management Accounts Group requirements;
    As required draft and modify the financial forms in line with DFID financial procedures and place them on Teamsite;
    Brief new colleagues upon their arrival on DFID Accounts Procedures during their induction;
    Cover as and when required for the Office Accountant
    Safely and accurately manage cash flow including accurately receiving and paying cash payments to staff and suppliers.
    Respond to internal and External inquires regarding claims and payments within 24 hours;
    Support the accountant to manage replenishment of the DFID Bank Account and reconciliations in compliance with DFID financial management procedures.
    Prepare Bank requests for foreign currency payments
    Reconcile staff advances. Notify Finance Manager regarding any outstanding items longer than 30 days.
    Ensure filing of accounts related papers (utility bills, medical claims, advances, travel claims etc) following the registry and DFID electronic file management guidelines.

Team Membership

    Contribute to the Corporate Operations Group teams work plan and actively participate in business planning exercises.
    Proactively share information with colleagues so that the entire team is aware of the most up to date information and changing events at weekly team meetings.
    Communicate effectively and establish good working relations with Suppliers, DFID-Pakistan colleagues, BHC Accounts Team, Management Section, TWG, Accounts Department (in East Kilbride), ARIES team and Standard Chartered Bank.
    Provide cover in the absence of the accountant to ensure continuity of service to DFID-Pakistan.
    Actively contribute ideas and suggestions for better ways of working in the Corporate Operations Group and the wider office.

MAIN ACTIVITIES

Reporting lines

The adviser will report to the team leader, Macroeconomic Stability and Growth team within the Economic Growth Group, with the Group Leader, Economic Growth Group acting as Quality Assuror and Head Planning and Results Team acting as Head of Profession as an additional reporting officer.

Key Objectives

    Ensure programmes within the Economic Growth Group are designed and implemented to make best use of available statistical data so to track the impact of DFID spending, and to advise on how to best monitor impact in the absence of formal statistics.
    Incorporating, both within programme design and ongoing programmes, appropriate evaluation methodologies so to quantify the impact of the programme against their stated objectives

Specific tasks will include but not be restricted to:

    Lead on the establishment and maintenance of the Economic Growth Group results framework and promote improvements to strengthen results-based management within the Economic Growth Group.
    Ensure that programmes within the Group include sound monitoring arrangements, advising on appropriate indicators to track progress and impact, and that where data are lacking programmes include a related capacity building component.
    Ensure that programmes within the Group include sound evaluation systems, advising on how both qualitative and quantitative evaluation methods can be incorporated in to programme design, and steering evaluation activities across the Economic Growth Groups programmes
    Promote evidence-based programme design within the Group through contributing to project documentation development, advising on proposed logical frameworks, and influencing programme design to ensure programmes are based on robust evidence.
    Advise on results best practice and institutionalisation and implementation across the Group, including logical framework development and refinement for new and existing programmes
    Identify and advise on new and existing data and data sources and their reliability for monitoring and reporting, including making best use of administrative data
    Working with the Planning and Results Team to ensure accurate and timely corporate reporting
    Working with the Communications and Policy Group to communicate our work to variety of audiences in the UK and Pakistan

Programme Management:

    As an evaluation and statistics advisor you will be required to:

Background

The Economic Growth Group within DFID Pakistan is looking for an economic advisor to help strengthen the design and implementation of the programmes managed in the Group. These cover microfinance and private sector support, flood recovery and social protection, budgeting and public financial management support, and growth policy.

The post is within the Macroeconomic Stability and Growth team within the Economic Growth Group. The team is responsible for growth policy, budgeting and public financial management support, together with broader economic analysis and reporting duties.

Reporting lines

The adviser will report to the team leader, Macroeconomic Stability and Growth team within the Economic Growth Group, with the Group Leader, Economic Growth Group acting as Quality Assuror.

Key Objectives

    Provide economist support to programme design and implementation within the Economic Growth Group.
    Lead on strengthening DFID Pakistans monitoring of developments in Pakistans economy and government finances, so to inform DFID and the wider UK mission on issues affecting its work programme, under supervision of the Senior Economist.
    Contribute as required to aspects of corporate reporting to ensure Programme Teams input is delivered on time and to standard required.
    Provide guidance and technical support to the Group Leader and Programme Management Team.

    Provide input to the implementation of the Growth Strategy programme, including overseeing and providing comments on research undertaken and steering the direction of the programme.
    Monitor macro-economic developments, in particular the implementation of the IMF stabilisation programme, and advise on the implications for DFID programming and policy work. Provide macro-economic briefings and analysis for senior DFID officials, British High Commission Islamabad and UK Government, including regular quarterly economic updates. This will include close working with Foreign and Commonwealth Office colleagues.
    In collaboration with the teams assistant programme officer maintain and strengthen the economic statistics database designed to track macroeconomic developments on government spending (including spending on poverty related areas), revenue collection, balance of payments, inflation etc.
    Participate in influencing and lobbying government, international organisations and other donors to promote DFID Pakistans priorities, including federal government reform and commitment to poverty reduction.
    Oversee the activities of the DFID funded IMF technical advisor under the Fragile and Conflict Affected States project, based in the Ministry of Finance.
    Undertake other economic analysis, briefing and advisory work as required across the Economic Growth Group.

Job Description:

Background and General Description

UK's Department for International Development (DFID) provides financial aid and technical assistance to support Government of Pakistans poverty reduction programmes. Over the past few years, UK has significantly increased its development assistance to Pakistan in the areas of basic services, economic growth, governance, border areas and humanitarian assistance.
The Economic Growth Group (EGG) at DFID-Pakistan comprises three teams focusing on i) macro-economic stability and growth; ii) finance, markets and jobs; and iii) social cash transfers. EGG closely works with federal government, State Bank of Pakistan, provincial governments and private sector business leaders.
EGG has a mandate of delivering a wide range of existing and new targeted programmes of a total size of over 300m (for 2011-15) on economic growth, financial sector, wealth creation for poor, and social cash transfers.

Reporting Lines
Team Leader Finance, Markets and Jobs (FMJ) will lead the FMJ Team in the Economic Growth Group and will report to the Group Head. The position will be based in DFID-Pakistan Office at the British High Commission, Islamabad. The position requires frequent travelling within Pakistan.

Key Objectives
The Team Leader will be responsible for:

    Leading and managing a dynamic team of four to five staff members including sector specialists and programme managers, and, ensuring through effective line management and leadership that all efforts are geared towards achieving development results, good value for money and high quality programme delivery;
    Close coordination with Government, State Bank of Pakistan, donors, IFIs and private investors to develop strategic partnerships, policy influencing and sustainability of DFID funded interventions;
    Managing an existing portfolio of 80m private sector development programmes including: i) 50m Financial Inclusion Programme being implemented through the State Bank of Pakistan; and ii) recently launched 30m Punjab Economic Opportunities Programme being implemented in partnership with the Government of the Punjab;
    Identifying constraints to private sector development and wealth creation for poor and leading the design of new wealth creation programmes on job creation, and asset accumulation for poor while exploring the potential of low income housing, small scale leasing and other pro-poor private/financial sector interventions;
    Initiating and leading policy dialogue with business leaders, donors, policy makers and academicians in Pakistan, in the region and with DFID-wide private sector development colleagues;
    Overseeing formulation and implementation of a comprehensive communication strategy for effective lobbying and dissemination of DFID-Ps private sector development agenda and for project specific interventions. It is expected that the Team Leader appreciates the importance and instruments of strategic communication for achieving development outcomes;
    Demonstrating in-depth understanding of inclusive financial markets and of one more sector critical for private sector development. Sound familiarity with PSD approaches like making markets work for poor, inclusive growth and value chains. The candidate will have to meet minimum standards for private sector accreditation (Requirements Attached);
    Ensuring timely and effective implementation of key project milestones (concept notes/business cases, periodic reviews/evaluations, forward planning, budgeting and forecasting, managing necessary hirings/procurements, tranche releases, etc) of ongoing and new programmes;
    Demonstrating high level of understanding of policy regime and political economy of Pakistan in relation to developments of markets and regulatory environment;

UKs Department for International Development (DFID) is a major bi-lateral development partner supporting Government of Pakistans efforts to reduce poverty by creating opportunities for the poor.

The Economic Growth Group within DFID Pakistan is looking for a Senior Governance Advisor to help strengthen the design and implementation of the programmes managed in the Group. These cover financial inclusion, making markets work for the poor, private sector development, floods recovery, cash transfers, public financial management support, and growth policy.

The post is housed in the Reconstruction and Cash Transfers team within the Economic Growth Group. However, the Advisor will be expected to provide support to the Economic Growth and Finance, Markets and Jobs teams as well.

Reporting lines
The advisor will report to the Team Leader (Reconstruction and Cash Transfers Team) with the Head of Economic Growth Group acting as Quality Assuror and the Governance cadre providing technical quality assurance.

Key Objectives

The main generic duties of the post holder include:

    Providing evidence based analysis to inform policy choices and implementation strategies in promoting stable and accountable governance systems.
    Supporting the Group Leader, Task Team Leader and the Programme Management Team by providing technical expertise and practical recommendations to contribute to the formulation of innovative and workable solutions on development responses to match new priorities and develop new approaches for applying any change.
    Provide appropriate inputs ensuring that all key programme management tasks relating to the portfolio are carried out effectively to deliver outcomes and implementation of credible sector plans.

    There will be a wide range of contacts with government, donors, private sector, international and national NGOs in Pakistan. Close working with Foreign and Commonwealth Office (FCO) at post and with a wide range of teams in London and policy division will be necessary.

Specific tasks will include but not be restricted to:
Governance Advice:

    Use in-depth understanding of the federal structure of Pakistan, federal-province relations (including the role of constitutional bodies e.g NFC Award, ECNEC, CCI etc), provincial autonomy, and devolution of power from centre to provinces, to help group deliver improved results.
    Lead political economy analysis at macro level and for specific sectoral Economic Growth Group interventions, analyzing the interplay of political, business and economic forces.
    Analyse and report on political economy issues affecting delivery of the Citizens Damage Compensation Programme, including the institutional capacity and dynamics of the various actors at Federal, Provincial and District levels, and propose corrective action where appropriate.
    Lead fiduciary risk assessment of the technical assistance, budget support and other assistance programmes being implemented by the Economic Growth Group.
    Carry out core governance assessments including Public Expenditure and Financial Accountability (PEFA), procurement assessments (e.g. OECD-DAC Procurement Assessment Tool), and Public Expenditure Reviews.
    Apply knowledge of general principles of public accounting, planning and development cycle and role of parliamentary/ministerial oversight in public decision making in Pakistan's context (federal and provincial).

Programme Management:

    Following DFID guidance on programme design/implementation and other DFID corporate policy you will provide technical inputs on the effective and efficient programme management of Economic Growth Groups portfolio.
    You will provide technical advice, support and cover to other programme leads (other advisers or programme staff) within the Economic Growth Group on the effective and efficient management of programmes.
    You will contribute to the effective programme design of cash transfers programme working closely with other advisers across the office; and bring experience, best practice and lessons learnt from other DFID and other donors programmes.
    You will play a crucial role in helping the team draft clear and concise project documentation (submissions, project memorandums etc) and other written work; and to quality assure these before submission to senior management.
    Keeping in mind the strategic policy level engagement of Economic Growth Group, you will be required to bring in-depth understanding of political economy of reforms and institutional development. Background
DFID Pakistan is looking for an Infrastructure adviser to help strengthen the design and implementation of the programmes across the office.

The post is within the Reconstruction and Cash Transfers Team within the Economic Growth Group.

The Economic Growth Group consists of three teams, Macroeconomic Stability and Growth; Finance, Markets and Jobs; Reconstruction and Cash Transfers. The Reconstruction and Cash Transfers team also includes a Team Leader, a SAIC Social Development Adviser, B1 Deputy Programme Manager and B2 Programme Officer. The teams mandate includes two infrastructure reconstruction projects, in response to the 2005 Pakistan earthquake and the conflict in the Border Areas (Khyber Pakhtunkhwa and FATA) and the development of DFIDs cash transfers programme in Pakistan.

Reporting lines
The Infrastructure adviser will report to the Team Leader of the Reconstruction and Cash Transfers Team within the Economic Growth Group, but will be expected to provide inputs to all three groups (Economic Growth, Basic Services and Governance) as required. Technical quality assurance will be provided by a UK-based Senior Infrastructure Adviser covering Afghanistan and Pakistan.

Key Objective

    Act as lead adviser for DFIDs ongoing post-earthquake and post-conflict reconstruction programmes.
    Ensure that all infrastructure aspects of DFID Pakistan programmes are given due attention during programme design and implementation, to ensure their suitability for purpose and cost-effectiveness.
    Ensure that as far as possible DFID-funded infrastructure adopts environmentally sustainable materials and technologies, is well adapted to potential climate change and is resilient to possible future shocks.
    Provide analysis and reporting on broader infrastructural issues affecting the economy and poverty reduction in Pakistan, such as energy, water resources and water supply and sanitation, including contributing on Water, Sanitation and Hygiene (WASH) aspects to the work on nutrition being led by the Basic Services Group.
    It would also be an advantage if the post-holder was able to lead on climate and environment issues for the office, including Climate and Environment Assessments and Assurance Notes for all DFID Pakistan business cases, together with required follow-up action.

Specific tasks will include but not be restricted to:

    Assist with the appointment and oversight of a suitable Technical Assistance Consulting Engineering firm to manage the 60 million school construction component of DFIDs support for the Education Sector in Khyber Pakhtunkhwa.
    Act as lead adviser for DFIDs support for Vital Transport and Education Infrastructure in Border Areas project, which is providing steel bridge kits and semi-permanent schools to replace those damaged by conflict.
    Act as lead adviser for the concluding stage of DFIDs support for post-2005 earthquake reconstruction.
    Provide infrastructure advice as required across the DFID Pakistan programme, including in support of the Border Areas Multi-Donor Trust Fund, and education programmes in Punjab and Sindh.
    Advise on how beneficiaries of DFID-supported cash transfer programmes can gain access to appropriate technologies e.g. for housing.
    Liaise on water resources issues with Foreign and Commonwealth Office (FCO) and DFID colleagues including those working on the South Asia Water Initiative from the UK Climate Change and Energy Unit in New Delhi.
    Contribute as required to corporate reporting, including e.g. on progress against water and sanitation Millennium Development Goals (MDGs).
    Effectively liaise with a wide range of contacts within the Government of Pakistan, the UK Government, donors, and international and national NGOs in Pakistan.

Programme Management:
You will be required to:

    Follow DFID corporate policy (including the DFID Blue Book).

Background
This is an exciting opportunity for an experienced Social Development Adviser to work on Conflict issues in a challenging and interesting environment and to contribute to reducing vulnerability and conflict and improving citizen security in Pakistan. The post involves dealing with a wide range of complex issues, including strengthening DFID support for governance in the Border Areas, championing the needs of the poor and excluded in security sector policies, and developing strategies to build the roles and voices of all citizens in local, provincial and national governments.
DFID Social Development Advisers (SDAs) work across specialist areas to ensure that strategies, policies and programmes are informed by the realities of poor peoples lives and by an understanding of the social and political structures and processes that drive or constrain progress for different groups. SDAs provide innovative, practical solutions that enhance options and opportunities for poor women, men, girls and boys. Candidates for this post will be expected to demonstrate that they have direct experience of social research, and competency as an applied social analyst in conflict reduction and peace-building contexts. They should be able to articulate results and evidence clearly and concisely.

Key Objectives
The post-holder will play a leading role in the Conflict Reduction team in the Governance Group, and will offer social development advice to the team and to the British High Commission (BHC) when requested. S/he will work proactively on the design, implementation and monitoring of programmes, as well as on the reporting of results and analysis and articulation of evidence. S/he will occasionally have a representational role, working with Government counterparts at all levels, donors and citizens organisations.
The post-holder will support social development aspects of the Conflict Reduction team programmes, principally but not exclusively focused on the team priority areas in FATA, Khyber Pakhtunkhwa, Balochistan, AJK and Punjab. S/he will also be asked to contribute advice to other DFID programmes on occasions, both inside and outside of Pakistan.

The Main Duties Of The Post Holder Include:
1. Providing timely and effective advice, evidence based analysis, and the articulation of that evidence into results, to the Conflict Reduction team, reflecting the needs of poor and excluded citizens under the themes of:

    Conflict reduction, peace-building and stabilisation;
    Citizens voice and accountability, participation and roles in peace-building;
    Countering radicalisation (with a focus on youth);
    Enabling access to justice and the rule of law;
    Strengthening livelihoods in conflict prone areas; and
    Realisation and protection of human rights and freedoms, particularly in relation to gender and other forms of social exclusion in Pakistan (with a particular focus on womens and girls vulnerabilities in conflict areas);

2. Developing and maintaining contact with a wide range of actors among government departments, donors, and international and national NGOs, and working closely with the Foreign and Commonwealth Office at post and with a wide range of UK teams in London including the Stabilisation Unit. Specifically, leading for DFID on Mission wide countering radicalisation work through the Conflict Pool and ensuring effective DFID contributions to policy dialogue on the above themes (in close liaison with the Conflict Adviser).
3. Supporting the wider Governance Group by contributing

    Social development technical advice and robust evidence to the formulation of innovative and workable solutions to match emerging priorities;
    Contributing as required to aspects of corporate reporting including briefing, Annual Reviews, Mid-term Evaluations and End of Project Reviews to ensure the achievement of Value for Money in the teams programmes to ensure the teams inputs are delivered on time and to the required standards;
    Working with DFID staff to ensure that gender perspectives are adequately reflected and monitored in the Groups results tracker.
    Working with all DFID P SDAs to i) strengthen the sharing of SD advice and guidance within DFID P; ii) maximise contributions to the global SDA cadre; and iii) provide substantive contributions to SD cadre events;

SDAs ensure that the UKs development assistance delivers results with and for the people it is most intended to reach - the poorest, the vulnerable and the excluded.

SDAs ensure that strategies, policies and programmes are informed by the realities of poor peoples lives and by an understanding of the social and political structures and processes that drive or constrain progress for different groups. Our analysis and the approaches we champion aim to increase the voice of and accountability to poor people. We provide innovative, practical solutions, enhancing options and opportunities for poor women, men, girls and boys. We both generate and apply evidence, bringing skills in rigorous qualitative and quantitative research and impact assessment. As a result we make a unique contribution to understanding what works, where and why. And we demonstrate the returns on DFIDs investment of more effective action.

SDAs lead on important national and global processes and agendas. These can be macro-policies and processes promoting equity and inclusion, for example poverty reduction strategies, multi-sector gender equality policies and aid effectiveness processes.. Or they can be targeted more directly at poverty reduction and empowerment, for example leading on social protection strategies and cash transfer programmes, action to tackle violence against women and support for enhanced accountability and transparency.

SDAs apply our skills to add value to other DFID and key partner priorities. We work in a very wide range of technical areas and often have significant specialist knowledge and skills in some of these. For example, we can help: build community-led development models that work in - and beyond - fragile states; ensure health and education outcomes are equitable and remove barriers to access to basic services; ensure growth is inclusive and policies and programmes build assets that can be controlled by women and girls; and enhance the effectiveness of climate change adaptation and mitigation work.

Background
A stable, prosperous and democratic Pakistan is a top priority for the UKs development and wider national interests. To help deliver that, DFID Pakistan has set itself four objectives: (i) building peace and stability across the region, (ii) strengthening democracy; (iii) supporting economic growth and (iv) helping the state to deliver better services to the poor. These four objectives were agreed by the National Security Council in July 2010.

But Pakistan faces enormous challenges: a fragile economy, precarious governance, infrastructure constraints, off-track MDGs and deep conflict/humanitarian challenges. This years disastrous floods have exacerbated this and threaten to undermine progress.

Following the Bilateral Aid Review it is likely that Pakistan will become one of DFIDs largest offices, with the resources and manpower to have a real impact on these challenges. That will place a premium on effective planning, strong and disciplined programme management systems and robust monitoring of results. Within this framework, staff in the new DFID Pakistan Governance Group have taken responsibility for an expanding portfolio covering democracy, local governance, community empowerment, social inclusion and gender, voice and accountability, conflict reduction, peace-building, and sub national governance. This post will be at the centre of ensuring that Governance group activities are robustly planned, relevant, inclusive, and results driven.

Key Objectives
The post-holder will play a leading role in the Democracy and Accountability (D&A) team in the Governance Group, and will offer governance advice to the team and to the British High Commission (BHC) when requested. The post holder will proactively work on the design, implementation and monitoring of programmes, as well as reporting and analysis of results. S/he will occasionally have a representational role, working with Government counterparts at all levels, other donors and citizens organisations.

The post-holder will support governance aspects of the Democracy and Accountability team programmes, principally but not exclusively focused on the DFID focal provinces of Khyber Pakhtunkhwa and Punjab. S/he will also be asked to contribute advice to other DFID programmes on occasions. Experience of statistics and results would be preferable.

Job Description/duties

Following DFID corporate policy, the post holder will:
1. D&A Governance Adviser: leadership and management

    Articulate, review and communicate strategic directions of D&A programmes in line with the team business plan.
    Participate in and contribute to regular team meetings against team business plan.
    Support compliance with corporate requirements around portfolio quality, programme management, reporting and the results agenda.
    Contribute to DFIDP communications effort, including meeting significant briefing demands on occasions
    Commission and oversee governance and political economy analysis to support programmes.

2. D&A Governance Adviser programme delivery

    Support the design and implementation of new and ongoing programmes in the D&A team around thematic areas of democracy, decentralisation, local governance, elections and local level voice and accountability.
    Ensure effective DFID contribution to policy dialogue on the above themes and decentralisation (in close liaison with the Political Adviser)
    Ensure that programmes are clearly located within the ongoing decentralisation agenda at provincial and district levels
    Draft clear and concise project documentation (submissions, project reviews etc) and other written work; and quality assure these before submission to senior management.
    Contribute to ensuring compliance with the D&A team results agenda, including the definition of key outcomes for the teams programmes for each financial year and contributions to their achievement.
    Support maximisation of synergies between DFID governance programmes and those of key partners, notably Asia Development Bank, World Bank, EU and USAID.

3. D&A Governance Adviser - productive working relationships

    Sit on and actively participate in the Donor Governance Group (one of the key co-ordination mechanisms on governance issues).
    Work closely with and ensure that the British High Commission team remains supportive, contributes actively to DFID-P work on governance and that relevant BHC projects and programmes are coherent.
    Collaborate with the DFID-P Senior Governance Adviser, the Political Adviser and other Governance Group teams on underpinning analysis and management of key governance issues.
    On occasions, provide cross-cutting governance inputs to Basic Services and Economic Growth teams particularly on issues of service delivery and accountability.

4. Contribution to central DFID departments and the Governance cadre.

    Provide substantive contributions to governance cadre events and processes when requested.
    Provide constructive and timely inputs in response to requests from West Asia Division, Asia Regional team, Policy Division, Governance Head of Profession and Top Management Group.

Internally, that will require proactive business planning, risk management and driving results throughout the portfolio. It is a high-profile opportunity to build strong corporate and management experience.

The postholder will bring a positive, proactive and can-do attitude to the role. He/she must have demonstrated an ability to work under high-pressure in a fast-moving situation and to juggle a varied workload. Reporting lines
The adviser will report to the Team Leader for Sub National Governance with the Governance Group Head acting as Quality Assuror and Head of Profession as an additional reporting officer.

Job Description/duties

1. Representing DFID with Punjab government

    Establish a good understanding of the workings of the Punjab government and its political economy
    Develop a good working relationship with the Punjab government and be able to articulate DFIDs broad based support to the province
    Develop and manage a PMU support mechanism, in line with other donors, to help the Government of Punjab effect real change.
    Support and give guidance to DFID and its programmes on Punjab governance and political economy

2. Punjab SNG Capability management

    Establish, articulate, review and maintain strategic direction of SNG Capability programme in Punjab in line with business plan.
    Following the Blue Book and other corporate policy documents, you will have oversight of all administration, results matrices, procurement, budgeting and forecasting, ensuring impact, value for money and transparency.
    Regular one to one meetings with direct reportees and ensure that all PMF requirements are completed in a timely fashion.
