Job Description:

Background
A stable, prosperous and democratic Pakistan is a top priority for the UKs development and wider national interests. To help deliver that, DFID Pakistan has set itself four objectives: (i) building peace and stability across the region, (ii) strengthening democracy; (iii) supporting economic growth and (iv) helping the state to deliver better services to the poor. These four objectives were agreed by the National Security Council in July 2010.

But Pakistan faces enormous challenges: a fragile economy, precarious governance, infrastructure constraints, off-track MDGs and deep conflict/humanitarian challenges. This years disastrous floods have exacerbated this and threaten to undermine progress.

Following the Bilateral Aid Review it is likely that Pakistan will become one of DFIDs largest offices, with the resources and manpower to have a real impact on these challenges. That will place a premium on effective planning, strong and disciplined programme management systems and robust results monitoring. This post will be at the centre of that. Operating across the office, the post holder will be responsible for ensuring DFID Pakistan is focused on delivery. Internally, that will require proactive business planning, risk management and driving results throughout the portfolio. Externally, it will require working with the Government of Pakistan and donors to strengthen their results focus. It is a high-profile opportunity to build strong corporate and management experience.

The postholder will bring a positive, proactive and can-do attitude to the role. He/she must have demonstrated an ability to work under high-pressure in a fast-moving situation and to juggle a varied workload. Prioritisation, strong organisational skills and line management experience will be critical. Experience of statistics and results would be preferable.

Reporting lines
The adviser will report to the Team Leader for Sub National Governance with the Governance Group Head acting as Quality Assuror and Head of Profession as an additional reporting officer.

Job Description/duties

1. Representing DFID with Punjab government

    Establish a good understanding of the workings of the Punjab government and its political economy
    Develop a good working relationship with the Punjab government and be able to articulate DFIDs broad based support to the province
    Develop and manage a PMU support mechanism, in line with other donors, to help the Government of Punjab effect real change.
    Support and give guidance to DFID and its programmes on Punjab governance and political economy

2. Punjab SNG Capability management

    Establish, articulate, review and maintain strategic direction of SNG Capability programme in Punjab in line with business plan.
    Following the Blue Book and other corporate policy documents, you will have oversight of all administration, results matrices, procurement, budgeting and forecasting, ensuring impact, value for money and transparency.
    Regular one to one meetings with direct reportees and ensure that all PMF requirements are completed in a timely fashion.
    Compliance with corporate requirements around systems use and maintenance, portfolio quality, programme management and reporting.
    Full contribution to DFIDP communications effort, including meeting significant briefing demands
    Work closely with and ensure that High Commission team remain supportive and actively contributing to DFID-P work on in Punjab.

3. SNG Capability programme delivery

    Contribute to the design and implementation of the new SNG Capability programmes supporting the Punjab Provincial Governments.
    Oversee and develop ongoing programmes of support to Punjab Public Finance Management Strategy and strengthening local level accountability.
    Ensure effective DFID contribution to policy dialogue on decentralisation, PFM and capacity building.
    Ensure compliance with the results agenda. Working closely with the DFID Results and Evaluation Team, you will help define the key outcomes for the teams programmes for each financial year and ensure achievement of these outcomes and report these to the Office.
    Maximise synergy between DFID governance programmes and the education and health programmes in Punjab.

4. Contribution to central DFID departments and the Governance cadre.

    Contribution to governance cadre events/processes
    Constructive and timely inputs in response to all requests from West Asia Division, Policy Division, Governance HoP and TMG.
    Personal Qualities and Skills Required (Person Specification)
    You will have strong skills and experience in leadership and management. You will have a commitment to inspiring, motivating, coaching and developing your direct reportees. You will be interested in issues of corporate management, policy and programming, able to add value to management discussions on all of these issues and to take joint responsibility for implementation of management decisions, once taken.
    You will need to be comfortable and experienced working on political governance issues with the FCO, DFID senior management and with senior partners in the Pakistan government and in other diplomatic missions and development agencies.
    You will need breadth of knowledge and experience across DFIDs governance agenda. You will require particularly strong technical competencies around:

    Strengthening and reform of political systems
    State building and Human Security
    Public Sector Governance and Delivery of Essential Services
    Realisation and Protection of Human Rights and Freedoms
    Efficient and Effective Public Sector Financial Management
