Job Description:

Background
This is an exciting opportunity for an experienced Social Development Adviser to work on Conflict issues in a challenging and interesting environment and to contribute to reducing vulnerability and conflict and improving citizen security in Pakistan. The post involves dealing with a wide range of complex issues, including strengthening DFID support for governance in the Border Areas, championing the needs of the poor and excluded in security sector policies, and developing strategies to build the roles and voices of all citizens in local, provincial and national governments.
DFID Social Development Advisers (SDAs) work across specialist areas to ensure that strategies, policies and programmes are informed by the realities of poor peoples lives and by an understanding of the social and political structures and processes that drive or constrain progress for different groups. SDAs provide innovative, practical solutions that enhance options and opportunities for poor women, men, girls and boys. Candidates for this post will be expected to demonstrate that they have direct experience of social research, and competency as an applied social analyst in conflict reduction and peace-building contexts. They should be able to articulate results and evidence clearly and concisely.

Key Objectives
The post-holder will play a leading role in the Conflict Reduction team in the Governance Group, and will offer social development advice to the team and to the British High Commission (BHC) when requested. S/he will work proactively on the design, implementation and monitoring of programmes, as well as on the reporting of results and analysis and articulation of evidence. S/he will occasionally have a representational role, working with Government counterparts at all levels, donors and citizens organisations.
The post-holder will support social development aspects of the Conflict Reduction team programmes, principally but not exclusively focused on the team priority areas in FATA, Khyber Pakhtunkhwa, Balochistan, AJK and Punjab. S/he will also be asked to contribute advice to other DFID programmes on occasions, both inside and outside of Pakistan.

The Main Duties Of The Post Holder Include:
1. Providing timely and effective advice, evidence based analysis, and the articulation of that evidence into results, to the Conflict Reduction team, reflecting the needs of poor and excluded citizens under the themes of:

    Conflict reduction, peace-building and stabilisation;
    Citizens voice and accountability, participation and roles in peace-building;
    Countering radicalisation (with a focus on youth);
    Enabling access to justice and the rule of law;
    Strengthening livelihoods in conflict prone areas; and
    Realisation and protection of human rights and freedoms, particularly in relation to gender and other forms of social exclusion in Pakistan (with a particular focus on womens and girls vulnerabilities in conflict areas);

2. Developing and maintaining contact with a wide range of actors among government departments, donors, and international and national NGOs, and working closely with the Foreign and Commonwealth Office at post and with a wide range of UK teams in London including the Stabilisation Unit. Specifically, leading for DFID on Mission wide countering radicalisation work through the Conflict Pool and ensuring effective DFID contributions to policy dialogue on the above themes (in close liaison with the Conflict Adviser).
3. Supporting the wider Governance Group by contributing

    Social development technical advice and robust evidence to the formulation of innovative and workable solutions to match emerging priorities;
    Contributing as required to aspects of corporate reporting including briefing, Annual Reviews, Mid-term Evaluations and End of Project Reviews to ensure the achievement of Value for Money in the teams programmes to ensure the teams inputs are delivered on time and to the required standards;
    Working with DFID staff to ensure that gender perspectives are adequately reflected and monitored in the Groups results tracker.
    Working with all DFID P SDAs to i) strengthen the sharing of SD advice and guidance within DFID P; ii) maximise contributions to the global SDA cadre; and iii) provide substantive contributions to SD cadre events;
    Supporting the maximisation of synergies between the Conflict Reduction team programmes, other DFID Pakistan programmes, as well as those of key external partners; and
    Contributing to DFIDP communications effort, including meeting significant briefing demands on occasions.

Reporting lines
The adviser will report to the Team Leader, Conflict Reduction Team (within the Governance Group). The DFID Senior SDA will be an additional reporting officer, and the Head of Governance Group will be the Quality Assurer.

Competences will be tested at interview, together with the professional competences expected of an A2 Social Development Adviser, which are:

    Social and political analysis (significant experience of applied analysis in Pakistan, presentation of evidence and ability to anticipate and respond to new trends and policy challenges)
    Poverty analysis and monitoring
    Technical knowledge of core social development agendas, including inequality, exclusion, gender relationships, citizens voice, community empowerment and participation.
    Application of social and political analysis to core development policy areas especially in conflict reduction and peace-building, social policy and social protection
    Knowledge of the development effectiveness agenda/ International development system/Institutional and organisational knowledge

Candidates profile

    For the successful candidate, direct experience of social research and policy implementation in conflict prone geographical zones are required, together with proven experience demonstrating competency as an applied social analyst. Candidates should demonstrate the required technical competencies with sufficient breadth and depth of knowledge to be able to:
    present evidence and arguments for solutions which reflect the needs of the poorest and more excluded groups in Pakistan.
    apply a clear understanding of the links between gender equality, poverty reduction, social inclusion, development and peace-building in Pakistan;
    display the capacity to establish credibility with counterparts (including the police and military) and contribute to shared knowledge and best practice;
    engage with government and civil society at all levels;
    apply their knowledge to both DFID supported programmes and policy processes in the external environment.
    Strong experience of working as part of a multi-disciplinary project team is required, plus experience of developing and working to logical frameworks and of broader project cycle management. Candidates should demonstrate strong verbal and written English skills and have a track record of presenting ideas and evidence in written format either as research papers or briefs for government or donor agencies. S/he will be fluent in spoken and written Urdu and will possibly have knowledge of local languages other than Urdu.
    Graduate and post-graduate degrees (or equivalent) in social sciences (such as anthropology, sociology, political science, social policy, human geography) are required along with at least 4 years experience of working in applied social analysis in Pakistan, including social research experience.

Or they can be targeted more directly at poverty reduction and empowerment, for example leading on social protection strategies and cash transfer programmes, action to tackle violence against women and support for enhanced accountability and transparency.

SDAs apply our skills to add value to other DFID and key partner priorities. We work in a very wide range of technical areas and often have significant specialist knowledge and skills in some of these. For example, we can help: build community-led development models that work in - and beyond - fragile states; ensure health and education outcomes are equitable and remove barriers to access to basic services; ensure growth is inclusive and policies and programmes build assets that can be controlled by women and girls; and enhance the effectiveness of climate change adaptation and mitigation work.

At different levels across the cadre, DFIDs SDAs work across the world bringing technical and core competencies that enable us to:
